HRE designed an internal, human-supervised operating system that connects governed business knowledge with opportunity discovery, qualification, proposal development, outreach, CRM management, ClickUp task orchestration, and recurring pipeline reporting.

This is not a generic AI writing tool. It is a modular operating system that grounds automation in HRE's approved services, proof points, proposal rules, pricing considerations, client-safe language, and human approval requirements.

The operational challenge

The Challenge: Business Development Was Spread Across Disconnected Tools

New opportunities appeared throughout the day across multiple platforms and outreach channels. Each opportunity required manual research, qualification, proof-point selection, proposal drafting, task creation, and follow-up. Relevant information was distributed across browser tabs, spreadsheets, notes, AI tools, documents, and ClickUp. The process depended heavily on the founder manually transferring information and recreating context. Generic AI drafting was not enough. Every output needed to reflect HRE's actual services, positioning, experience, proof points, proposal rules, pricing considerations, and public-use restrictions. HRE needed a system that could automate repetitive research, organization, drafting, and administrative work without automating final business decisions.

What HRE Built

HRE created a multi-agent business development workflow centered on a structured knowledge base. The system connects Google Sheets, Apps Script and APIs, OpenAI, and ClickUp across the business development lifecycle. Human approval sits between automated drafting and any external submission or communication.

Core Components

Every component is designed to be practical, adopted, and connected to the rest of the workspace.

Governed Knowledge Base

A controlled source of truth for service lines, offers, deliverables, positioning, proposal angles, viability considerations, case studies, proof points, proposal blocks, client-safe descriptors, pricing considerations, qualification criteria, public-use rules, supporting proof assets, and controlled values. Instead of asking AI to generate business content from general assumptions, downstream workflows use approved HRE knowledge and rules.

Automated Opportunity Intake

Scheduled workflows collect and normalize opportunity information into a central inbox, capturing description, buyer requirements, budget information, required skills, timeline, platform source, service-line alignment, and initial fit indicators. This reduces the need to repeatedly search individual platforms and manually transfer information.

Structured Opportunity Triage

A separate workflow evaluates each opportunity against defined criteria, including service fit, buyer clarity, budget fit, scope control, proof-point alignment, strategic value, potential red flags, recommended positioning, and need for human review. Low-fit opportunities remain available for reporting without creating unnecessary review work.

ClickUp Human-Review Orchestration

When an opportunity meets the review threshold, the system creates a time-bound ClickUp task containing an assigned reviewer, review date and time, opportunity summary, recommended positioning, fit analysis, relevant concerns, source information, and supporting context. Review tasks are grouped into defined daily decision windows. The automation stops at the decision point and requires human approval.

Knowledge-Grounded Proposal Assembly

For approved opportunities, the workflow selects and adapts approved Knowledge Base content, including proposal blocks, service-line language, client-safe proof points, experience examples, delivery approach, risks and qualifications, recommended attachments, and appropriate calls to action. The proposal is created as a review-ready draft. HRE retains responsibility for revising, approving, and submitting the final response.

Researched Outreach

The same governed architecture supports targeted BD research and outreach by building lead lists around defined market criteria, creating company and contact records, collecting relevant organization information, generating research notes, evaluating service-line alignment, drafting personalized outreach, creating scheduled outreach tasks, assigning follow-up dates, and logging progress. AI-generated messages serve as first drafts and research aids. Human approval remains required before anything is sent.

ClickUp CRM & Nurture Management

A lightweight ClickUp CRM tracks contacts, organizations, service interests, lead sources, outreach status, next actions, follow-up dates, nurture cadence, relationship notes, and related opportunities. Recurring tasks support consistent follow-up without relying on memory.

Pipeline & Performance Reporting

Recurring reporting workflows provide a structured view of opportunities discovered, reviewed, and rejected, proposals drafted and submitted, active pipeline, high-fit opportunities, outreach activity, follow-up requirements, conversion indicators, and upcoming priorities. Leadership receives a consistent view of activity, risk, and next actions without manually compiling reports.

Human-supervised AI

AI Supports the Work. Humans Make the Decisions.

The system automates repetitive research, organization, qualification, drafting, task creation, and reporting. It does not automate final business decisions. If the system cannot identify reliable experience or a public-safe proof point, it flags the gap instead of inventing a claim.

Human approval remains required before:

  • Accepting an AI recommendation
  • Making an exception to established business rules

No proposal, bid, email, or outreach message is submitted without human approval.
